Access Control command greyoud out in User IDs

When going into User ID command to set up user IDs, it only showed one user (no) and the Access Control command was grayed out (disabled).

The symptoms point to the fact that the logged-in User ID did not have access rights to the Access Control command (it did not belong to the Administrators group). Delete the data\users.cpz and data\version files, which removes any defined access controls and user IDs.
